Rules: Each participant must be presented to the organising committee through a Rotary Club (preferably from his or her home town). For Russia only: if there is no Rotary Club in the Russian city in which the participant is living, the application can be sent directly to the organizing committee.
Participants of the finals in previous years are not allowed for participation in the competition. Children participating in the competition in previous years but not achieving the finals are allowed to participate in the competition again.

Prizes:
- 1st prize 100.000 Rubel or 3300 US$
- 2nd prize 50.000 Rubel or 1650 US$
- 3rd prize 30.000 Rubel or 1.000 US$
- 4th and 5th prize 10.000 Rubel or 330 US$
- 6th to 15th Prize 6.000 Rubel or 200 US$
Russian Participants will receive Prizes in RUB, foreign participants in USD. 13% Russian income tax will be deducted from the prize money.
Application:
Applications must be sent through the Rotary Club of the participant’s city to the organising committee by the deadline. The application should indicate the first name, surname, contact phone number, email address, post address, and fax number (if possible) of the candidate. Also to be sent with the application are a photo of the candidate (10x15cm), a biography, information on the teacher and music school and the programme for the semifinal and final. The proposed programme in the application must be the one performed at the competition. There is no application fee.The preliminary round of the competition is from DVDs submitted with the application. Music professors and the organizing committee review the DVDs received and recommend the invitation of the 5 best candidates in the category piano, the 5 best candidates in the category string instruments and the 3 best candidates in the category wind instruments to the semi-finals and finals in Moscow.

Background: The competition was founded in 2002 by Rotary Club Moscow International. The main task of the competition is the support of talented children through scholarships and to create for them opportunities to perform and become known in Russia and abroad. Since June 2010, Minister of Foreign Affairs of the Russian Federation Sergey Lavrov is the member of the competitions Advisory Council.

Apart from the prizes stipulated in the regulations, private persons and institutions may award other prizes.
